Two individuals allegedly involved in a November attack during what officials describe as a”riot” are being charged with battery. Jacaris Clarence Stubbs, a 34-year-old resident of Jasper, is being charged with aggravated battery and inciting or encouraging a riot while also being charged with numerous drug charges. Brandon Marquis Simmons, a 32-year-old resident of Jasper, is also being charged with aggravated battery and inciting or encouraging a riot. The events began on Friday, Nov. 29, at approximately 1:55 a.m., when Hamilton County Sheriff’s Office (HCSO) Deputy Luckette responded to a call at the 1200 block of Southwest Martin Luther King Street in Jasper in reference to people trying to fight. According to police reports, upon arrival, Deputy Luckette came across a large gathering totaling 200 to 300 people, stretching from Southwest 10th Avenue to Southwest 13th Avenue. The report adds people and vehicles were blocking the roadway. Deputy Luckette attempted to locate anyone in the crowd trying to fight, however, he did not find any violent incidents. Deputies with HCSO were able to control the crowd and requested the group to disburse. While assisting with crowd control, Deputy Luckette received two more calls about an injured individual who was “knocked out,” but was not provided an exact location. Deputy Luckette continued to look around for an injured person, but could not locate them. Another phone call came into dispatch from a female stating that an injured person was at her house with their face “busted open.” Deputy Luckette arrived at the home and made contact with the victim, whose name and gender were not revealed in reports due to Marsy’s Law. The victim stated that they were at the corner of Hatley Street and 12th Avenue in Jasper, hanging out with a group of people. According to the victim, they stated that the guys were “hating” on them for a while. The victim did not state to Deputy Luckette the reason why the group did not like them. The victim then stated that a fight ensued and that they were hit in the face and knocked to the ground. The victim said in the report that there were approximately five to six male subjects involved in the attack, hitting and kicking the victim multiple times while on the ground. The victim received a minor laceration to the right side of their face and their bottom lip. Swelling was occurring in the victim’s face, and there was dirt on their back, along with small tears on their shirt. Hamilton County Emergency Medical Services checked out the victim before transporting them to HCA Hospital in Live Oak for further evaluation. While clearing the scene, an unknown male approached Deputy Luckette. He stated that “Pecos Black and his entourage” had attacked the victim. At the time of the incident, the identity of “Pecos Black” could not be confirmed. On Monday, Dec. 2, a request to follow up on the incident was made. Deputy Lester Harris reached out to the victim of the incident. According to the arrest report, the victim told Deputy Lester that they were at an event at Lee’s Place on Martin Luther King Avenue in Jasper. The victim stated that approximately an hour and a half to two hours before the assault, they had a verbal altercation with an individual identified as “Stubbs.” The victim stated that Stubbs was the owner of True Vibes and drove a wrapped Dodge Charger. HCSO deputies were able to identify Stubbs as Jacaris Stubbs, who also went by the name “Black Peso,” which was close to the name the unidentified male provided investigators on the night in question. The victim stated that the verbal altercation ended, and they believed the incident to be over, as Stubbs had gotten into his vehicle and left. Later, the victim walked home, and while en route, Brandon Simmons allegedly started yelling at the victim, saying, “This how you act? What are you doing?” The victim had not seen Simmons all night before the encounter and decided to keep walking to their house. The report states that two individuals allegedly grabbed the victim with both arms and began attacking. The victim said that Stubbs, Simmons and an individual whose name was redacted in the report were three of the individuals that attacked them, but they could not identify the others. The victim stated that one individual had brass knuckles, while the other person had a glass bottle. When the victim got up, they observed broken glass on the ground next to them. A video of the assault was sent to the victim, and the victim was able to identify Stubbs in the video. The video also allegedly showed that the victim did not initiate the incident. The mother of the victim also sent screenshots to investigators from a Facebook page that had photos of the incident as well. The video sent to the victim showed multiple witnesses observing the incident, as well as various people involved with the battery. The incident showed that the event caused a public disturbance and that Stubbs, Simmons and the unidentified individuals were involved. On Tuesday, Dec. 3, Stubbs was arrested as a result of the battery and riot charges at his home, as well as several drug-related charges. HCSO declined to release further information about the drug charges due to the ongoing investigation. He is being held at the Hamilton County Jail on no bond. On Friday, Dec. 6, Simmons was arrested at the Northside Estates on the warrants he had from the incident. His bond was set at $250,000. It is expected that additional arrests are forthcoming.
