Florida qualified for statehood in 1845 when its population met the minimum requirement of 60,000. At that time Florida was assigned one Congressman and two senators.
Today. Florida has a population just under 22 million and has 28 Congressional representatives. The census was established to count the number of inhabitants in every state every ten years to guarantee that the number of representatives a state would have would grow at the same pace as its increase in population.
If the people of Florida were as well represented today as they were in 1845 we would have approximately 360 Congressional Districts instead of 28.
